Biography
Chiaki Deguchi is a Japanese administrative scrivener and Waseda University graduate who combines her legal expertise and business experience in Eastern Europe to support foreign residents living in Japan.
Early Life and Education
Born in Japan.
After graduating from the School of Letters, Arts and Sciences I at Waseda University, she completed her master’s degree at the university’s Graduate School of Letters, Arts and Sciences. She is a certified Gyōsei-shoshi (Administrative Scrivener).
Career
Upon completing her graduate studies, she joined a major Japanese general trading company and was assigned to its local subsidiary in Eastern Europe. There, she engaged in import operations and warehouse management while also participating in the establishment project of a local factory, gaining hands-on experience at the forefront of international business. She was also involved in business development in Ukraine and other Eastern European countries.
After returning to Japan, she worked at the European Affairs Bureau of the Ministry of Foreign Affairs as a fixed-term staff member, handling diplomatic operations related to the European region. Drawing on her experience in Eastern Europe, she deepened her understanding of international relations and diplomacy from a governmental perspective.
For career advancement, she entered the Waseda Law School (Graduate School of Law) to study legal practice. After getting married and giving birth, she decided to withdraw from the program to focus on her family and child-rearing.

Motivated by her desire to support foreign residents in Japan by applying her legal knowledge and experience in Eastern Europe, she registered as a Gyōsei-shoshi (Administrative Scrivener) in 2022 and obtained the qualification as a Certified Application Agent.
In particular, having formed connections with Ukrainian evacuees and other foreign nationals facing hardships, she has made it her mission to provide compassionate assistance—helping them with residence status applications and other legal procedures so that they can live safely and peacefully in Japan.
Currently, she specializes in immigration-related services, mainly residence status applications, and is dedicated to offering accurate, efficient, and heartfelt support tailored to each client’s needs.
